In November, CSG Justice Center staff continued to provide technical assistance and information to legislative staff and executive branch agency leadership as they strategize on the ideal timing for the introduction of justice reinvestment legislation.

In November, the North Dakota implementation team continued to work toward full implementation of Free Through Recovery (FTR), the community-based behavioral health program established with the state’s reinvestment funds. The team held two meetings in Bismarck and Fargo to promote FTR and answer questions for community agencies interested in applying to be a vendor. Subsequently, communities around the state worked to determine if they would apply to be a pilot site.

In November, CSG Justice Center staff continued to engage agency leaders around implementation of Montana’s justice reinvestment policies, monitored the special legislative session for possible impacts on justice reinvestment policies, assisted the parole board with implementation of parole guidelines, and finalized the state’s implementation needs for the justice reinvestment subaward application.

In November, CSG Justice Center staff continued to engage agency leaders around implementation of Georgia’s justice reinvestment policies, with a focus on finalizing Georgia’s Justice Reinvestment Initiative (JRI) subaward application and the data analysis for the Residential Substance Abuse Treatment (RSAT) study. Additionally, CSG Justice Center staff continued to focus on developing an educational curriculum to highlight the benefits of Risk Need Responsivity (RNR) for the judiciary with the goal of producing better criminal justice outcomes.

In November, CSG Justice Center staff continued to assist state and county leaders with planning for the operation of four crisis stabilization units (CSUs); developing plans to collect behavioral health information from county jails statewide; and preparing to collect and submit key metrics on policy implementation to monitor performance and outcomes.

In November, CSG Justice Center staff continued to monitor subaward spending following the approval of a no cost extension until December 31, and reviewed reimbursement reports submitted by the Alabama Board of Pardons and Parole (ABPP) and the Governor's Office for the previous quarter. The subaward extension will allow ABPP to continue spending funds down for two IT employee positions completing work on the response matrix application integrated with their offender case management system.
