The second and third quarterly reports, for time periods April 1 to June 30, 2022 and July 1 to September 30, 2022 were provided to BJA and included details regarding graduates of the two-day in-person Fundamentals of Task Force Operations Trainings, delivered in Kenosha, Wisconsin, June 21–22, 2022, and Saint Paul, Minnesota, September 14-15, 2022. The reports also detailed the number of certifications of completion earned for the four online training offerings and progress on the virtual course development plan.

During this reporting period, IIR continued to coordinate onsite deliveries of the Fundamentals of Task Force Operations Training, which was updated in the previous reporting period. Two trainings were delivered: September 14–15, 2022 in Saint Paul, Minnesota, and November 1–3, 2022 in Peoria, Illinois. See Deliverable 2, below, for details.

Webinar: During this reporting period, IIR hosted a webinar, titled “San Diego Elder Justice Task Force (EJTF): Combating Elder Scams with Local and Federal Collaboration” on October 27, 2022. This webinar was widely promoted and received 87 registrations and 72 attendees. It featured members of the EJTF, including the San Diego County District Attorney’s Office and the Federal Bureau of Investigation (FBI). The EJTF is an unprecedented collaboration of local and federal agencies, led by the FBI, the U.S. Attorney’s Office (USAO), the U.S.

The CACoP hosted a debrief on the IACA conference. Ms. Annie Mitchell, lead subject-matter expert of CACoP, began the session with a recap video of the conference for any of the analysts that were not able to attend. Ms. Michell then asked participants to provide feedback regarding the conference. Attendees enjoyed the hands-on approach of the conference but did hope for more PSP-related presentations. The debrief ended with a discussion on recommended course analysts could take following up on the conference.

Recruitment and Retention of Staff Historically, working as a prosecutor was a highly coveted position. A variety of factors (retirements, salary, workload, and culture) have caused high vacancy rates at many prosecutor offices. But there are solutions. Grit, Grace, and Resolve Wellness Solutions by Chief Executives This LELCoP event focused on safety and wellness issues and how they affect all law enforcement professionals, regardless of their position, job duties, or tenure. Presenters included Chief Neil Gang, from the City of Pinole, California, Police Department; Dr. Robert Sobo, director of the Chicago, Illinois, Police Department Employee Assistance Program; and Chief Cassandra Deck-Brown (retired) from the City of Raleigh, North Carolina, Police Department.

PSP received approval from DOJ to proceed with hosting the PSP Violent Crime Reduction Annual Summit that was held on December 12—14, in Tulsa, Oklahoma. It was the largest summit since the onset of VRN/PSP and the first large-scale event hosted by BJA since the onset of the Covid-19 pandemic. More than 400 participants attended the 2 ½ day conference, which was comprised of multiple plenary sessions as well as more than 130 breakout sessions that were selected by the PSP sites.

The objective of this project are two-fold: (1) to create a pilot program to establish a rigorous academic-based training
model that can be used nationwide for the rapid analysis of suspected illicit drugs seized in the field and (2) to provide
training to law enforcement officers on methods to conduct rapid testing on suspected drugs encountered in the field; how
to properly collect, document, and store evidence; and risk mitigation strategies focused on officer safety. Below is a
