People under probation or parole supervision have rates of substance use disorders and serious mental illnesses that are at least two to three times higher than the general population. Jurisdictions have responded to these needs by implementing specialized caseloads and referring clients to community-based services. However, even with these efforts, there remains a persistent treatment gap for this population which can contribute to poor health outcomes and serve as a risk factor for violations.
