The Office of the Commonwealth Attorney (OCA) requested review and assessment of its pretrial policies, practices, and data to identify strategies for implementing evidence-based and data-driven policies and practices that prioritize fairness, racial equity, and public safety. The pretrial Justice Assitance Institute completed a phase I assessment June- September 2021.

We are requesting support to train approximately 132 detectives with iKat Limited. Through the course of the training, iKat will help us identify a cadre of BPD trainers that will go through skills development with iKat so we are able to have a sustainable training program for the future.

We are requesting funds to cover the cost for up to 7 individuals representing the Pre-Arrest Diversion initiative, the State's Attorney's Office, the public Defender's Office, the Sheriff's Office, the Health Department, the Elgin Police Department, and potentially a representative from one of our collaborating private hospitals to travel to Pima County, AZ (Tucson, AZ) for 3 days in order to spend time with the leadership from Justice Services, the Regional Behavioral Health Authority, prosecutors and public defense, and the law enforcement partners.

We want to stand up a criminal analyst position to help drive decision making with regard to patrol vectoring, hiring and special projects, as well as policy development. We are hoping to engage the services of Jessica Herbert from Idea Analytics, a current BJANTTAC contractor, to help develop the job description, train the prospective candidate and assist in obtaining the necessary tools.

Regarding caseload distribution, further study is needed. Efforts will include implementing surveys and focus groups in an effort to greater understand the work duties of lawyers vs. non-lawyer staff members. Our belief is that attorneys may be handling administrative and clerical duties that are more efficiently handled by non-lawyer staff. Similarly, recruiting and staffing issues suggest exploring office reorganization. The pandemic forced our agency to permit telework or remote working. Going forward, a substantive policy needs to be developed for the office.
