The U.S. Virgin Islands Police Department (VIPD) requested assistance addressing the island’s high homicide rate through an assessment provided by a subject matter expert. BJA NTTAC provided funding support for John Skaggs to assess documents, statistics, and interview individuals with the U.S.Virgin Islands Police Department to determine areas for improvement in addressing a high homicide rate.
