While in state in September, CJI staff attended a large meeting of the Louisiana Prisoner Re-Entry Initiative (LA-PRI) to learn more about the progress of that initiative and ways it may interact with the JRI efforts. CJI also met with Deputy Secretary Rhett Covington to discuss progress on the development and implementation of the state’s TIGER tool and updated case planning processes. The tool is currently being rolled out and used by Probation and Parole staff in the field.
To help improve supervision and case management within DOC, CJI has been working with DOC to prepare for skills trainings for community and facility case managers. Both community and facility POs will be trained together, in an effort to improve connections and communications between the two groups.
In April 2018, CJI delivered the first of two sets of trainings to a group of 13 P&P officers and Transition Specialists (the equivalent of a P&P officer in the local jails). The group was trained in the Principles of Effective Intervention and Core Correctional Practices. This is the first step in a Train the Trainer (TTT) process: CJI trainers will observe the participants using the skills in their work place, deliver a Train the Trainer curriculum, and be in attendance the first time the participants teach the skills to their colleagues.
The TTT for PEI and CCP was completed in June 2018. The newly trained trainers are now rolling that training out to their colleagues across the state. This process will take many months (especially to reach all P&P staff). CJI is staying in contact with DOC to make sure the training roll out goes smoothly.
In July 2018, CJI worked with staff from P&P and institutions to discuss the next round of trainings (Effective Case Management and Graduated Responses) for the fall. CJI set dates for that training, and coordinated with DOC staff on locations, times, and training participants. CJI also began customizing the trainings for Louisiana this month.
In October 2018, CJI staff travelled to Louisiana to deliver the initial training on ECM and GR, and then again to do follow up coaching sessions with each participant to observe them using the new skills learned in the training.
Over the past few months, CJI has been preparing for the second Train the Trainer for P&P officers and Transition Specialists, covering Effective Case Management (ECM) and Graduated Responses (GR). In November 2018, CJI completed a Train the Trainer process for Transition Specialists and P&P officers on ECM, and GR. The next step is to rollout the training to the remaining DOC staff; CJI is currently working to coordinate that rollout.
As of December 2018, CJI is working with DOC to ensure the trainings are rolled out to the remaining DOC staff. CJI heard from several staff in our visits to P&P offices that the best way to ensure staff get on board with the trainings is to train office supervisors first, so CJI has been working with DOC to create a plan to conduct a round of training for all supervisors. There are a lot of supervisors, so it has been difficult to schedule, but CJI is continuing to work with DOC to coordinate this training, and we hope it will be completed by February.
