In preparation for a trip to Louisiana in September, CJI created a report outlining the performance metrics the JRI laws require Department of Public Safety and Corrections (DPS&C) to collect and report on. The report also included suggested metrics not required by law, but which would be helpful to report on. While on site in Louisiana, CJI met with DPS&C data staff to review the draft performance metrics report CJI developed. In that meeting, CJI learned DPS&C was already collecting many of the necessary performance metrics in one way or another, and helped DPS&C think of ways to collect those few metrics they are not yet collecting.
While on site in March, CJI held a meeting on JRI performance metrics with DOC data and research staff and a representative from the Louisiana Commission on Law Enforcement (LCLE). The legislation notes that both DOC and LCLE must work together to report on JRI performance metrics. CJI set up this meeting to establish roles for reporting on performance measures for the first annual JRI report, which is due to the legislature this summer. While most of the responsibility for data collection falls on DOC, CJI will help draft the first annual report, and LCLE will help with oversight and revision.
In March CJI continued to work with DOC to ensure all data necessary for the first annual report was being collected. DOC sent initial data to CJI at the end of the month; next month CJI will use the data from DOC to write a first draft of the annual report. DOC and LCLE will then be able to edit and comment on the document before a final version is sent on to the legislature this summer.
In April and May, CJI wrote a first draft of the annual report and incorporated feedback on it from DOC. CJI kept in close touch with DOC about this report, in an attempt to work through any conflicting opinions about the report and address any areas of concern. Once it has gone through the appropriate layers of review at DOC and edits are incorporated, it will be sent to the Louisiana Commission on Law Enforcement for their review before being submitted to the legislature by June 30th.
In June, CJI worked with DOC and stakeholders to finalize the report, which was submitted to the legislature by the end of June. The Governor held a press conference to announce the release of the report. To prepare for this press conference, CJI worked to create a toplines message document as well as social media graphics and tweets, and helped write a press release from the Governor’s office announcing the report.
In July 2018, in preparation for the next JRI Oversight Committee meeting in August, CJI prepared a presentation outlining the highlights of the performance metric report. This will be the first Oversight Council meeting since the report was released, so it will be the first opportunity to formally review the data trends from the report with the Council members.
In May, CJI also worked to create a template data dashboard for LA, with graphs that will update as new data comes in each quarter. The hope is that this will help DOC in producing their own graphics and data reports in the future, as they have said they struggle with creating attractive graphics.
The second annual JRI performance metric report is due to the legislature in July 2019. Although CJI took much of the responsibility for the first JRI performance metric report last year, this year we are handing over much of the responsibility to the JRI Coordinator so she is ready to do it on her own once CJI’s TA ends. CJI still assisted: we created a plan and timeline for completing the report, and reviewed multiple drafts of the report. Keeping DOC on schedule has been a challenge: they faced some unexpected barriers in pulling and analyzing the data, but CJI encouraged DOC to hold meetings with their internal data team and the issued were resolved.
The second annual JRI performance metrics report was released by DOC this month. DOC hit many bumps in the annual reporting process this year, often due to problems collecting or inaccuracies in data. CJI spoke with DOC staff about this, and is going to host a meeting on an upcoming site trip to discuss ways to make this process smoother next year.
The third annual JRI performance metrics report is due in July 2020. This year, the JRI Coordinator at DOC is responsible for the report. CJI is less involved in the process than we were last year. CJI is still in communication with the JRI Coordinator and is helping her think through challenges as she leads the data collection and drafting process.
