CSG Justice Center staff met with Grantee in-person to review progress on the SRR Grant and to discuss panel presentation questions listed below: * Monica and David- What kind of state-level support from the Governor or the SAA do you need to do this type of systems change work and what type of information or data was needed to set them up and increase their buy-in? * David- Nevada developed the Statewide Adult Recidivism Reduction Strategic Plan which was formalized and adopted by Governor Sandoval??s Statewide Re-Entry Task Force in November 2016. Can you talk about how NDOC has been working to implement the goals of the strategic plan (which are complimentary to the grant) and describe the roles of the workgroups developed to carry out this work? * Monica- In Vermont, the DOC is under the umbrella of the Agency of Human Services. How are you partnering with mental health and substance abuse agencies? How is the quality of supervision impacted by this, for example does everyone have an ID, birth certificate, benefits prior to leaving the DOC? * Monica and David- There is tremendous overlap between people who are CJ involved and in need of housing and employment services. How have you sought to address this common population of people in multiple systems and what strategies have been successful in ensuring a warm hand off to the community? o Can you speak to the quality of supervision post release? Vermont is Union, Nevada is not, does this impact supervision? * Monica- The Vermont Department of Corrections recently revised the policy development process to streamline policy development into a continuous workflow that creates opportunities for staff and community feedback on policies that directly impact them. How has that process created mechanisms for improving the organizational culture and communication between internal and external stakeholders? * Monica and David- How have you approached quality assurance measures to monitor the changes you??ve discussed? For example both states are using the Correctional Program Checklists to review and assess program adherence to evidence-based practices. What other measures are you taking to ensure continuous quality improvement and fidelity to EBPs? * Monica and David- Since recidivism impact data will not be available until after the conclusion of the grant, process measures are a critical way to reflect progress. How will you know that you??ve been successful in the absence of immediate recidivism data? * Monica and David- What were some of the unexpected challenges that you came across and if you had to do it over again would you have addressed it the same way? * Monica and David- VT is in the third year of implementation and NV is in the first year. Given your experience up to this point, what advice would you give states that choose to embark on this type of work?
