In August, North Dakota’s core implementation team continued to make progress towards establishing the new Community Behavioral Health Program (CBHP). The core implementation team conducted interviews as part of the hiring process for the three full-time Department of Human Services (DHS) positions to staff the CBHP). The Department of Corrections and Rehabilitation (DOCR) hired a licensed clinical social worker to serve as the clinical lead on the program, as appropriated in SB 2015. The team also made headway in developing performance metrics and benchmarks for the performance-based vendor incentive payments, and finalized the vendor application form.
Following the first public meeting in July in Dickinson, the core implementation team conducted three public meetings on the CBHP at the remaining pilot sites – Bismarck, Fargo, and Devils Lake. These meetings were attended by a variety of criminal justice stakeholders and local community members, including legislators, service providers, and county government representatives. During each meeting, the team walked through the CBHP model and answered questions about how the program may work in each specific community. In general, audiences responded positively to the program design and asked thoughtful questions about the model. Prior to the Bismarck and Fargo meetings, CSG Justice Center staff conducted individual meetings with a variety of stakeholders, including local jail staff, service providers, elected officials and judges to get feedback on the model and prepare for the larger events.
The CBHP experienced a setback in the middle of August when the JR coordinator (a longtime DOC staff member who was not funded through BJA subaward funds) suddenly resigned with less than one week’s notice. The JR coordinator has been taking a lead role on the core implementation team and was responsible for moving projects forward, the vendor training component of the implementation, and supervising the new CBHP employee. As a result of the JR coordinator’s resignation, the vendor traing will now take place in November, rather than October, with the first services provided soon thereafter. The subaward application will also be delayed given it was the JR coordinator who was principally responsible for writing the grant application. DOCR was able to move this task to a different staff member at the end of August, who is working on submitting a category one application for a part-time JR coordinator and IT system upgrades to track CBHP performance metrics.
