Meeting with Missouri stakeholders at the National Public Safety Partnership (PSP) event in Long Beach, California, hosted by BJA. CSG staff met with representatives of the St. Louis Metropolitan Police Department, Missouri Highway Patrol, and Missouri Department of Corrections. Discussion focused on current needs of all agencies in combatting violent crime in St. Louis and ways in which enhanced cooperation and communication between agencies can assist this effort. CSG staff have been in communication with all parties and will be providing assistance through data analysis as part of JR in Missouri.
• 8/15: Meeting with 16th District Circuit Judge to discuss current challenges faced by circuit judges in Missouri, particularly around the need for additional community-based treatment options.
• 8/15: Meeting with Prosecuting Attorneys in Kansas City from Jackson County, Platte County and Buchanan County regarding the Justice Reinvestment project in Missouri and the challenges faced by prosecuting attorneys in the state. Prosecuting attorneys are generally supportive of additional community treatment options but believe that some policy and practice within MDOC limit the effectiveness of the criminal justice system and fail to hold offenders under supervision in the community accountable.
• 8/16: Meeting with Meeting with Cole County Sheriff and Chief Deputy regarding the current Justice Reinvestment project and the needs/challenges faced by Sheriffs in Missouri. Discussion topics included the current county jail reimbursement process, the need for improved resources to handle people with mental illness, and current pre-trial and bail practices in Cole County. Following the meeting, CSG staff toured the Cole County Jail and spoke with staff and administrators about facility operations and challenges.
• 8/16: Meeting with Prosecuting Attorneys in Jefferson City from Cole County, Boone County and Pulaski County regarding the Justice Reinvestment project in Missouri and the challenges faced by prosecuting attorneys in the state. Prosecuting attorneys are generally supportive of additional community treatment options but believe that some policy and practice within MDOC limit the effectiveness of the criminal justice system and fail to hold offenders under supervision in the community accountable.
• 8/16: Meeting with MDOC Staff- Meeting with MDOC Deputy Director and the Governor's office to provide an update on the Justice Reinvestment process and plan for future meetings and engagements with stakeholders across the system.
• 8/17: Meeting with Audrain County Presiding Commissioner and other Audrain County criminal justice stakeholders on the Justice Reinvestment project in Missouri. Discussion topics included the current county jail reimbursement process and the need for improvements to this process.
• 8/17: Meeting with Prosecuting Attorneys in St. Louis area from St. Charles County and Jefferson County regarding the Justice Reinvestment project in Missouri and the challenges faced by prosecuting attorneys in the state. Prosecuting attorneys are highly supportive of additional community treatment options.
• 8/17: Meeting with Circuit Judges in St. Louis County regarding the Justice Reinvestment process and the challenges faced by circuit judges in Missouri, particularly around the need for additional community-based treatment options. All judges were supportive of the process and hopeful that it would result in additional resources in the St. Louis area.
• 8/23: Focus group with people under supervision in Kennett, Missouri. CSG Justice Center staff met with six (6) people under probation or parole supervision to discuss their challenges and needs.
• 8/24: Meeting with Executive Director (Safe House for Women) and staff at Safe House for Women, a domestic violence shelter and service provider in Cape Girardeau, Missouri. Discussion included use and distribution of VOCA funding and various community treatment and programming options in the community in the Cape Girardeau, Missouri.
• 8/24: Meeting with Cape Girardeau Chief of Police and Cape Girardeau County Commissioners. Discussion included county jail reimbursement issues, treatment and programming options in the community, MDOC supervision policy and practice in Cape Girardeau County, and more.
• 8/24: Meeting with Are 23 Public Defender and State Public Defender to brief her on the justice reinvestment project and discuss challenges and needs for public defenders.
• 8/25: Meeting with Executive Director of Victims Services (St. Louis Circuit Attorney’s Office) to update her on the progress of Justice Reinvestment in Missouri. Executive Director will connect CSG Justice Center staff with other stakeholders in the victim services community in preparation for the October presentation to the Task Force.
• 8/29: Observation of parole hearings at the Fulton Reception and Diagnostic Center in Fulton, Missouri. CSG Justice Center staff observed nine (9) parole release hearings and spoke with MBPP members and staff about decision-making, the usefulness of the pre-hearing reports, and more.
• 8/29: Observation of in-prison programming at the Fulton Reception and Diagnostic Center in Fulton, Missouri. CSG Justice Center staff observed the Pathways to Change program and interviewed MDOC staff and program participants.
• 8/30: Observation of pre-hearing interviews and report preparation by Institutional Parole Officers (IPOs) at Algoa Correctional Center. CSG Justice Center staff spoke with IPOs, supervisors, and people being interviewed.
• 8/30: Briefing at the annual meeting of the Missouri Association of Prosecuting Attorneys (MAPA) in Lake of the Ozarks, Missouri. CSG Justice Center staff provided a brief update to around 70 prosecuting attorneys at the invitation of Jason Lamb (State Prosecutor Coordinator).
• 8/30: Focus Group with eight (8) Institutional Parole Officers (IPOs) at Jefferson City Correctional Center (JCCC). Discussion included the daily duties of IPOs and challenges with current policy and procedure.
• 8/30: Focus Group with five (5) area administrators (IPO supervisors) at Jefferson City Correctional Center (JCCC). Discussion included the daily duties and challenges with current policy and procedure.
• 8/30: Observation of “Pathways to Change” programming at the District 6 Probation and Parole Office in Columbia, Missouri. Following the class, CSG Justice Center staff spoke with facilitators to learn more about the program.
8/31 Meeting with MBPP member and former chairman and staff including Board Operations Manager, Administrator (Institutional Parole Region), and Lead Parole Analyst. CSG staff relayed initial findings from the parole-focused site visit.
• 8/3: Call with Joplin, MO jail administrator regarding possible sharing and analysis of jail data from his facility/county as well as others across Missouri. CSG staff will attend a bi-monthly meeting of Missouri jail administrators in Columbia, MO on September 13.
• 8/4: Call with Director (Missouri Department of Corrections) to update her on progress with the Justice Reinvestment project in Missouri and discuss her questions around the use of cognitive behavioral therapy (CBT) in MDOC and other state agencies. Follow up call was scheduled for August 11 that included staff from MDOC and the Missouri Department of Mental Health (DMH).
• 8/8: Call with former staff at the Pew Charitable Trusts who worked on the previous JR effort in Missouri in 2011. The call included a brief overview of their experience in Missouri and provided insights into the function of the legislature in the state, suggested contacts, and more.
• 8/8: Call with Administrator of Institutional Parole (Missouri Department of Corrections) to discuss current policy and practice in Missouri around how offenders are prepared for release to parole, how information is prepared and packaged for the Parole Board, and other considerations. A site visit focused on parole in Missouri is scheduled for late August.
• 8/10: Call with BJA staff regarding discussions held at the National Public Safety Partnership (PSP) meeting in Long Beach, California with Missouri stakeholders. Discussion included possible analyses of data relating to the interface of corrections and law enforcement in St. Louis and ways in which the ongoing Justice Reinvestment effort in Missouri can assist efforts to combat violent crime in St. Louis and across the state.
• 8/10: Call with CIT International Board Member, Kansas City Police Major Officer, and St. Louis Metropolitan Police Department Sergeant Officer regarding the current Justice Reinvestment project in Missouri. Call included discussion of the current JR effort, assessment of the prevalence and level of CIT training among law enforcement officers in Missouri, and challenges currently faced by criminal justice stakeholders in Missouri as it relates to mental illness.
• 8/11: Call with staff from the Missouri Department of Corrections (MDOC), the Director, and the Missouri Department of Mental Health (MDMH) regarding current policy and practice within DOC relating to the use of cognitive behavioral therapy (CBT) and other treatment options for people with mental health needs.
• 8/15: Call with VP of Stakeholder Engagement (United Way of Greater St. Louis) regarding current JR efforts in Missouri. The United Way of Greater St. Louis recently funded a study by the Center for Advancing Correctional Excellence at George Mason University regarding availability and quality of correctional treatment and programming options in the St. Louis area.
• 8/24: Call with Institutional Parole Region Administrator in preparation for the upcoming site visit to Missouri focusing on parole.
• 8/28: Call with the Missouri Coalition Against Domestic and Sexual Violence (MCADSV) to update them on the progress of Justice Reinvestment in Missouri. Discussion also included past legislative measures that have been supported by the organization and work of the coalition around VOCA funding.
In August, CSG Justice Center research staff began analysis of MDOC prison and supervision data in preparation for the second task force presentation. Research staff analyzed this data to look for trends in prison admissions and releases, parole hearings and outcomes, probation openings following 120 day prison stays, and supervision releases. Research staff also communicated with MDOC research staff to get clarification on how to analyze parole hearing data and to request additional information on risk assessment for prison and supervision populations.
During the month, research staff also held conference calls with DPS officials to determine the best process to receive criminal history data for prison and supervision populations. Research staff also communicated with the Office of the State Courts Administrator to discuss the fulfillment of the request for sentencing data. Research staff also developed a survey to send to local jails in Missouri to assess jail population and capacity; this survey was then transferred into an online portal for ease of distribution and completion. Research staff also created an online version of a supervision survey to distribute to probation and parole officers in Missouri.
