The Bothell, Washington Police Department requested an assessment of their current crime analysis processes and capacity. Julie Wartell was selected to fulfill the request and provided technical assistance with examining technology, data, and staffing around providing the best products to patrol, investigations, and administration. The site visit was conducted on November 1-2, 2017 and involved the Chief, Deputy Chief, multiple Captains and Sergeants, and crime analysts. Ms. Wartell delivered a final recommendations report to Bothell PD in December 2017.
The Bothell Police Department has a Crime Analysis Detective (CAD). He has other ancillary duties that are very time consuming, including digital forensic analysis for investigations. The CAD has received some training in crime analysis, but not the level of training of a professional, full time crime analyst. The CAD is very capable and doing a good job, and review by a civilian would be an excellent supplement to his experience. An expert's evaluation may help identify areas of improvement in the efficiencies and effectiveness of what crime analysis could offer to the Department and community. In addition, the CAD utilizes effective technology and data analysis tools, but there may be additional tools and resources we are unaware of that could help enhance our analysis abilities. Evaluation by a professional civilian may help identify these resources.
