In July, CSG Justice Center staff worked with the Nebraska JRI Coordinator to prepare for the end of the active technical assistance period and the final Justice Reinvestment Implementation Coordinating Committee (JRICC) meeting. This meeting will be chaired by the governor, chief justice, and speaker of the senate and is planned for August 22. As part of the sustainability plan, the Nebraska Crime Commission (NCC) plans to hire a justice reinvestment data analyst. In July, the position description for this new role was sent to the Department of Administrative Services for review prior to posting publicly.
On July 1, parole officers began using their new incentives and sanctions matrix, which includes an option for a custodial sanction of up to 30 days. The Division of Parole Supervision (DPS – formerly the Adult Parole Administration) has contracted with eight jail facilities to house people who are on custodial sanctions. DPS used subaward funding to purchase the Behavioral Management Software system from the Carey Group, which was integrated into the existing parole data system. This allows parole officers to use the matrix electronically, streamlining the process. Early reactions from parole supervision officers have been overwhelmingly positive.
Moreover, the first report on the disbursement of County Justice Reinvestment Grant Funds was released by the Nebraska Crime Commission (NCC) and published on the Legislature’s website. Lancaster, Sarpy, and Dakota counties received grants from this program to help offset increases in average daily population from LB 605 policies. Lancaster County used its grant funds for to create the “Enhanced Sentence Conversion” program, which uses information from pre-sentence investigations and LS/CMI risk assessment results to create individualized program plans that address individuals’ the top criminogenic risk factors for recidivism, including access to substance use treatment, relapse prevention, Moral Reconation Therapy, and education and employment supports. Sarpy County used grant funds to implement a house arrest program for post-adjudicated inmates with electronic and alcohol monitoring. Dakota County created a program that is an enhancement of their current community corrections, house arrest, and work release programs, and is modeled after a 24/7 Sobriety Program.
Additionally, CSG Justice Center staff continued to monitor the spend down of the BJA subaward. CSG Justice Center staff worked with the JRI Coordinator to ensure that conference approval forms were submitted for the remaining trainings. In addition, DPS held its planned Supervisory Skills training through the University of Cincinnati.
