NCJA is supporting BJA in convening the State Administering Agencies, Governors’ Criminal Justice Policy Advisors, state corrections officials, and representatives from 10 Public Safety Partnership (PSP) sites (formerly known as Violence Reduction Network (VRN) sites). The meeting will be held on Wednesday, August 2 in Long Beach, CA. About 70 people are expected to attend.
In this interactive session, state and local practitioners will hear from national experts and come together to discuss how their agencies can best partner with community based service providers to address the social problems facing justice involved individuals in their communities. California Proposition 47 (Prop 47) reduced penalties for some low-level crimes (to misdemeanors) and required the Board of State and Community Corrections (BSCC) to administer grant programs using a portion of the annual state savings.
These grant funds must be used for mental health services, substance use disorder treatment, diversion programs or some combination thereof. BSCC released a solicitation earlier this year and will select participating communities in May 2017. In this unique one-day workshop, participants will hear about how BSCC is responding to the changing corrections landscape, priorities and expectations related to Prop 47; how to apply the evidence to
implement services that address needs; performance metrics and evaluation in the context of Prop 47 grant programs; and essential elements for establishing collaborative community partnerships.

At BJA’s request, and in partnership with the National Governors Association, Councils of State Governments, American University Justice Center, CNA and IIR, the NCJA helped set the goals for the meeting, develop the agenda, plan and conduct a participant webinar, and draft the facilitators’ guide. The NCJA
also invited the SAA participants, engaged speakers, secured the hotel meeting location, audio/visual equipment, and participant hotel rooms, helped coordinate participant engagement and travel, joined weekly planning calls, developed state profile documents for handouts at the meeting.
After initial discussion and outreach, the formal planning effort kicked off with a meeting at BJA on March 15, 2017. This was followed by weekly, then (roughly) biweekly, calls throughout the spring and summer. The final planning call before the event was held on Monday, July 24. BJA used a Completion Milestone Dates checklist to coordinate everyone’s activities.
The BJA, NCJA, NGA, CSG team developed the agenda for this event. NCJA staff drafted the Facilitator’s Guide, with input from the others. NCJA drafted 3-4 page state profiles for each of the 10 states attending, and incorporated edits and additions from the NGA and CSG team members. NCJA helped shape, drafted slides for, and participated in a webinar on June 15 for event participants to learn about the PSP and the expectations for the August 2 event.
NCJA Executive Director, Chris Asplen, spoke on a conference call with the liaisons working with the PSP sites on June 23. Chris Asplen and Elizabeth Pyke, NCJA Director of Government Affairs, will attend the event, and Aspeln will be one of the speakers.
