CSG Justice Center staff, in partnership with the Center for Juvenile Justice Reform (CJJR) and the National Youth & Screening Assessment Partners (NYSAP) conducted a site visit to Iowa as part of the Division of Criminal and Juvenile Justice Planning’s FY16 Smart on Juvenile Justice Statewide Planning grant to accomplish the following:
1. Ensure the core leadership team is clear on the Smart on JJ grant initiative and overall planning process, as well as expectations and priorities for the site visit and over the course of the grant.
2. Identify gaps and inconsistencies in juvenile justice practice, using the Core Principle White Paper as a frame for the discussion. This will also be an opportunity to identify any structural challenges that are inhibiting best practice across all principles.
3. Walk through the existing initiatives and discuss why initiatives are addressing (or not addressing) the gaps and inconsistencies identified through focus group discussions.
4. Based on focus group discussions, identify priorities and next steps for the development of a statewide plan focused on improving outcomes for youth in the juvenile justice system and reducing racial and ethnic disparities.
5. Discuss potential structural changes that can yield a more centralized and coherent juvenile justice system.
6. Discuss the roles and responsibilities of the Leadership and Advisory Groups as part of the SMART Team and how the planning process will be coordinated and managed through these bodies.
