In June, CSG Justice Center staff participated by phone in a meeting of the Criminal Justice Oversight and Implementation Council. During the meeting, state leaders reviewed an implementation tracker that was developed with assistance from CSG Justice Center staff and is maintained by the JR Coordinator. This tracker will monitor completion of implementation tasks. Also during the meeting, agencies shared progress updates and discussed coordination needs to complete remaining implementation tasks.

Leaders from the Alabama Board of Pardons and Paroles (ABPP) and Department of Corrections (ADOC) discussed plans to finalize a joint policy to ensure that the agencies are coordinating effectively around the timing of and preparation for individuals being released to mandatory supervision upon reaching the end of their sentence. ABPP and the Alabama Department of Mental Health (ADMH) also shared that they are in talks with a community-based treatment provider who responded to their joint Request for Proposals for delivering treatment services to probationers and parolees in rural areas across the state. They are negotiating with the provider, which is already established throughout the state, to provide services across all of the targeted locations. ADMH staff are working to solidify an agreement as soon as possible.

With assistance from CSG Justice Center staff, state leaders have reviewed and discussed key trends in justice reinvestment metrics on an ongoing basis. The JR Coordinator continues to compile and share monthly data reports for state leaders to review. During the June Oversight Council meeting, agency leaders noted that with the prison population continuing to decline as a result of Class D sentencing to CCPs and other sentencing trends, the proportion of individuals in prison for violent offenses has continued to grow compared to non-violent offenses. Agency leaders also noted that since the January 30, 2016 effective date of Act 2015-185 there have been upticks in the number of individuals receiving Class D sentences as well as individuals reaching the end of their sentence who are released onto mandatory supervision.
