CJI is in the process of planning for the development of the final risk and needs assessment tool which will include analysis of risk and needs q data since the tool was first piloted in March 2016. In addition, CJI is in the process of planning for the continued rollout of an inter-rater reliability (IRR) process to determine scoring proficiency among the staff who have been trained on the risk assessment and needs q and identify additional training needs. CJI will also be working with MDOC to establish their capacity to sustain the IRR process. This assistance will include developing an IRR toolkit that will provide a roadmap for the Department on how to assess and monitor scoring proficiency.

CJI has continued to plan for the rollout of the inter-rater reliability (IRR) process for MDOC staff to determine scoring proficiency among the staff who have been trained on the risk assessment and needs q and identify additional training needs. The first set of IRR activities is expected to go out at the beginning of July.

IRR Preparation for 3 activities
Milestone Description

CJI is continuing to work with the community corrections trainers to expand their capacity to deliver and oversee IRR in the future. The community corrections staff who completed the train-the-trainer on the risk assessment have drafted and submitted a scenario to CJI. CJI staff are in the process of reviewing the scenarios submitted by the staff and will prepare feedback for the trainers with tips and suggestions on improving the scenarios.

Milestone Description

The MDOC community corrections parole and probation officers completed their first 2 activities between September 2017 and December 2017 inter-rater reliability activity. CJI completed an analysis of the activities and sent a coaching memos to send back to the probation and parole officers for both activities. In addition, CJI has started to create an IRR toolkit that will be used by the institutional and community trainers to ensure sustainability of the IRR process moving forward.
