In May, Nebraska continued to make strides towards justice reinvestment sustainability and worked to analyze current data that shows an uptick in the prison population. First, the steering committee had their monthly meeting. Along with reviewing implementation progress, the steering committee discussed ongoing collaboration, sustainability, and supporting each other in the current legislative environment. Steering committee members also met in May with the director of the Nebraska Crime Commission and the Commission’s new chief of information services to discuss ongoing justice reinvestment data analysis after CSG’s period of active technical assistance ends. The Crime Commission will hire a data analyst funded by the Nebraska Department of Corrections Services (NDCS) who is committed to working with the steering committee to collect, analyze and report on criminal justice agency related data. Additionally, the Crime Commission director will join the steering committee moving forward. This new research analyst position will be funded by the state in lieu of the JR coordinator position. However, NDCS has asked the existing JR coordinator to remain on staff for an additional 30 – 60 days to ensure a smooth transition.  

Additionally, CSG Justice Center staff continued to work with the JR coordinator to help the state determine why the prison population is not meeting projections. The prison population on May 31 had decreased slightly from prior months (down by 31 beds from April 30, 2017) although the end-of-month population is still higher than January 2017 and significantly above the projected impact. This month, CSG Justice Center staff became concerned that NDCS may be submitting inaccurate data in its monthly tracking metrics, hindering further analysis. CSG Justice Center staff is now working to follow-up with NDCS to determine the accuracy of monthly submissions.

Finally, CSG Justice Center staff continued to monitor the spend down of the BJA subaward. NDCS and the Administrative Office of Probation (AOP) submitted budget modification requests that are currently under review by CSG Justice Center staff.
