This was my initial conference call with the agency. Karen Dalton the PREA Coordinator and Linda McFarland participated on the call. This was a call initiated by me so that I could get on board with the work of the grant. Karen and Linda updated me on the work that they have been about to date. They shared that the following things have been happening with the grant: 1) Karen attended the Mass. DOC conference where she learned more about what other places were doing with their PREA grants. 2) Linda shared the work that they have been doing around the inmate education standard and peer education model. 3) Karen described the agency so that I would be better informed about the challenges of the work on PREA. 4) Karen shared that they now have an agreement with the Crime Stoppers to handle the inmates confidential calls outside the facility and agency. 5) Karen shared that the women's facility has been selected to participate in the FTP with the PRC. 6) Karen shared that the PREA policy development continues. 7) Karen and Linda shared that the training dept. is waiting for the policy to be completed so they want proceed with developing their PREA curriculum for both pre-service and in service training as well as the training for the other staff required to have specialized training per the Standards.
I made the following recommendation specific to rolling out an implementation plan for the 11 divisions within the agency: Karen create a PREA working group made up of herself and the PREA compliance managers from each division. I further suggested that they create an implementation plan for their respective division with all of the detail that should be included in a roll out strategy. I suggested that prior to the FTP activity, Karen should meet with the facility management team and facilitate the discussion that focuses on the Standards that the facility will have to meet to be PREA compliant. I suggested that that discussion would go a long way toward that management teams understanding PREA.
LA County Sheriff Office is pursuing the implementation of the PREA Standards across their organization. Given that it is a very large organization with many layers of staff, it is expected to take some time to effect this change. To date they have completed a Mock Audit, reviewed 11 policies by JDI, evaluated the training curriculum specific for PREA, JDI assisted with the development of their Peer Education program, and assisted in the development of the Gender Idenity Review Board. The agency has designated the Women's facility as a pilot site for rolling out the new training curriculum.
