12-12-16 Quarterly update: Staci Gullet-Obyefesobi and Peg Ritchie. Nova Southeastern University has begun staff focus groups, inmate surveys and interviews at all 5 facilities. The implementation evaluation includes a quiz for staff to determine updated training needs. The Legal Department has not signed off on their final policies. They will begin a pre-audit process in the near future.
Grant has not closed out yet; ignore actual completion date below; error in NTTAC
3-9-17 Quarterly Update: Staci-Bullet-Oyefesobi (PREA liaison) and Peg Ritchie, coach attended this meeting.
The Broward County Sheriff's Department requested another grant extension, which was approved, until 9/2017. This GAN was a no cost extension. The legal department has not completed a final approval of their PREA policy to date. The Program Evaluation with Nova South Eastern University continues. They hold several meetings a month to assure full collaboration and needed resources. Staci sent a basic contract outlining the goals. Dr. Walker and Staci are continuing the staffing analysis with surveys from both staff and inmates. Investigator training is complete. Their major challenge relates to their data base; they have requested new software that can accommodate PREA data. I shared with Staci the link to the upcoming Implementation and Audit Preparedness training. "
Completion date refers to the completion of the quarterly update.
Coaching of this demonstration site continued. Update from the site: Progress is moving forward related to their Incident Review Teams and monthly meetings to review policy compliance; they are still negotiating wih the Cotterman Center to provide SANE services onsite; they have implemented pre and post quizes for new stafff during the training Academy; they are going to complete Phase II of inmate surveys (note: unsatisfactory work in Phase I with NOVA SE University as their report was not acceptable originally. NOVA has not been paid and Norma McGraw is apprising BJA as this objective continues). They are completing a "walk through" audit and interviewing inmates before the formal audit is completed in 2018. Coaching of this demonstration site continued. The Broward Sheriff's Office piloted a PREA project within the Main Jail, the system's largest detention facility. The majority of grant funds are being used to fund positions and support technology upgrades for PREA tracking. 3-9-17 The Broward County Sheriff's Department requested another grant extension, which was approved, until 9/2018. This GAN was a no cost extension. Policies and procedure implementation continues but final legal approval has not been completed. The Program Evaluation with Nova South Eastern University continues through interviews with staff and inmates; a preliminary report was provided but it is not as comprehensive as they expected. They have cancelled a mock audit for November of this year until there is more readiness.
"The Broward County Sheriff's Department plans to close out their grant 9/30/18. The following objectives (most recent GAN) include:
Audit Completed April 11, 2018; 5,000 beds; 100% Compliance (they are waiting for the final report)
Agreement with the local Rape Crisis Center for them to come onsite to complete SANE exams, advocate and provide medication is in the final step.
Nova Southeastern University re-submitted an evaluation related to Inmate Surveys.
Pre and Post Testing is completedfor inservice, pre-service and roll call training events."
Broward County Sheriff's staff reported that they have requested an extension to July 2018; they have two objectives to complete. The first objective is completion of an audit in April 2018 and the second objective is the re-design and output of the evaluation of their implementation project with Nova University. The other objectives have been completed.
The Broward County program evaluation was completed by NOVA. The grant is closing 9/30/18. The staff did not attend this final review, however a copy of the NOVA evaluation was sent to me.
