In 2012, LVMPD underwent a review by the COPS Office, which was conducted by CNA. The review examined policies and practices as they relate to the use of force and officer-involved shootings (OISs) (the full report can be found at www.lvmpd.com/aboutlvmpd/officeofinternaloversight). The goals of the review were to make reforms that would:
• Reduce the number of shootings
• Reduce the number of persons killed as a result of OISs
• Transform LVMPD’s organization and culture as it relates to deadly force
• Enhance officer safety
Our Department needs additional subject matter expertise and technical assistance to complete 3 of the 37 recommended reforms. The recommendations are listed below:
• “LVMPD should proceed with the current schedule of RBT and conduct a manpower study in order to ensure that it can accommodate the completion of twice yearly RBT.”

• “LVMPD should develop a greater data collection and evaluation capacity for all training conducted throughout the department and should use that data to proactively address any deficiencies.”

• “LVMPD should analyze use of force reporting and data on a regular basis in order to identify trends and quickly remedy any issues through remedial training or discipline if needed.”

The problems our Department is facing are twofold. First, we have not been conducting the activities recommended above in a way that can improve community and officer safety and reduce the number of preventable shootings. Second, we do not currently have the in-house expertise to fulfill these recommendations. For the recommendation to conduct a manpower study, we need a technical advisor on how to conduct such a study. For the recommendation on enhancing data collection, both of training data and use of force data, we need technical advisors experienced in data analysis and internal police operations that can provide a framework or CONOPS for what our new policies, protocols, roles, responsibilities, and reporting structures will look like.

How do you anticipate that the requested assistance will address the problems?
Technical assistance in the implementation of these reforms will enable our Department to meet the goals of the Department of Justice issued report on our use of deadly force policies and practices.

Technical assistance for our manpower study will enable us to identify the most resourceful way to maintain our current reality-based training program that addresses use of force, as recommended by the Department of Justice.

Our new data collection, analysis, and reporting process for use of force and training data will necessitate a plan that clearly outlines the processes, roles, and responsibilities. As this is entirely new to our Department, guidance on these recommendations will enable us to identify officer and squad performance trends and proactively prevent any potential problems in use of force before they arise and worsen.

In all, the technical assistance will help us ensure a safer community through an organization that proactively minimizes the use of force.
