The Criminal Court Assessment Tool (CCAT) is a new, brief assessment tool that identifies an offender’s risk level of reoffending prior to case disposition, while also screening for key needs which, if treated, would be expected to lower the risk of reoffending. The Center for Court Innovation developed this tool to fill a gap in existing risk-needs assessment tools, which have primarily been designed to be implemented post-sentencing and with serious offenders. In contrast, CCAT was designed to be used with misdemeanor offenders that challenge court dockets on a daily basis, and may benefit from linkages to services and support. CCAT can be administered in about 10-15 minutes.
As part of this TTA, the Center will select two pilot sites to be trained on and implement CCAT. One of the two jurisdictions is Spokane, WA.

Center staff created a “CCAT Pre-Survey for Use” to distribute to jurisdictions interested in administering CCAT to determine how and why they will use CCAT. Questions included information about the requesting agency, the population to be assessed, staff familiarity with Risk-Need-Responsivity theory, the estimated number of assessments to be administered per month, and at what stage in the case the assessment will be administered. Center staff are working to identify one additional jurisdiction that has the interest and capacity to implement the tool. This information will ultimately inform the selection of the second pilot site. So far 5 jurisdictions have completed the survey.
TA team members held a webinar-based training for the following jurisdictions on the CCAT tool: Spokane, WA (Community Court); Eugene, OR (Community Court planning team); and Yakima, WA (representatives form the City Attorney's office).
