CJI staff have also been working with the Alaska Judicial Council (AJC) to develop a list of performance metrics that should be tracked by the state, including ones mandated by SB91. This month, members of CJI’s data team worked with the AJC to ensure all data points needed to analyze the performance metrics are being collected.
In February 2017, site lead Melissa Threadgill traveled to Alaska and met with staff from the Alaska Judicial Council to update them on implementation efforts and discuss performance metric data, the oversight commission work and potential uses of seed funding.
In August 2018, CJI met with the Alaska Judicial Council to create a performance metrics template for collecting relevant data moving forward.
Alaska’s first annual JRI report was due to the legislature in October. CJI received a copy of the report draft shortly before the due date, and noticed both a lack of clarity (key takeaways) and of expected data in the report. CJI jumped in to help address the lack of clarity, adding graphs and an executive summary to the report and providing several rounds of suggested edits to the body of the report. To address the lack of data in the report, CJI suggested submitting an addendum to the report in January containing more complete data, which would give the state more time to collect the necessary measures. Moving forward, CJI will be working with the Commission staff to develop a more concrete schedule for receiving data from the Department of Corrections.
In October 2018, CJI provided substantial assistance to the ACJC in completing its second annual report on JRI efforts to date. This report was published on November 1, 2018.
CJI held conversations with the Alaska Criminal Justice Commission (ACJC) on quarterly performance data, to help the organization develop a plan for obtaining performance metric information from state agencies on a more regular basis.
In May, CJI talked with the Oversight Commission (ACJC) staff about Alaska’s data. ACJC is receiving some data from DOC quarterly, but other required data is not coming in, likely because DOC does not have enough data staff to keep up with the many data requests the agency receives. CJI is working with ACJC staff to find potential solutions to this problem. CJI is currently working on a performance metrics template that makes it very clear what pieces of statutorily required data DOC is not yet providing, to help facilitate a senior-level conversation with DOC.
