October: CJI has started building capacity of the Institutional MDOC risk and need assessment trainers in inter-rater reliability exercises. Trainers are creating scenarios and answer keys to use for future Inter-rater Reliability activities. The scenarios are being used as a capacity building exercise for the trainers to continue to build their knowledge with the risk and needs assessment as well as for them to continue activities when CJI is no longer working in the state. There has also been a discussion about next steps for the institutions. CJI discussed a risk and needs assessment booster training and case management (tying the risk and needs assessment to case planning). However, this will not be able to happen until a few months of Inter-rater Reliability activities have happened (as the areas in which the staff have struggled the most will be targeted in the booster session). CJI will continue to follow up with the trainers to have them create the Inter-rater Reliability scenarios and answer keys.
November: During the month of November there were no significant changes. There were discussions about passthrough funding with the MDOC Chief of Staff and the state's reentry efforts. CJI will meet with MDOC in November to further discuss use of the passthrough funding. This will ultimately affect the ability for CJI to assist in the IRR activities.
CJI began the rollout of the inter-rater reliability (IRR) process for MDOC institutional case managers in July 2017. The MDOC institutional case managers have completed the all three IRR activities. CJI conducted an analysis of each activity and provided a coaching memo for each activity. The coaching memos provided feedback and information on how to improve future scoring of the tool.
