In September, CSG Justice Center staff conducted two site visits to Montana. During the first site visit, CSG Justice Center staff attended a meeting of Montana Department of Corrections (MDOC) Core Stakeholders to observe intervention hearings and the Helena Prerelease Center's local screening committee.
During the second site visit, CSG Justice Center staff presented projected impact estimates and reinvestment estimates and led a review of bill drafts at the Commission on Sentencing's fifth meeting. CSG Justice Center staff also met with the Office of the Governor to provide an update and to learn about the status of the governor's budget.

During the month of September, adjustments were made to the impact estimates for the policy package for Montana’s JR project. The adjustments made were on two fronts. First, the proposed average length of stay in the PRCs was adjusted to be roughly one month shorter on average compared to the status quo average instead of the original plan of reducing the average length of stay to roughly two months shorter. The analysis was necessary to ensure that there would still be adequate service capacity opened up to facilitate the necessary diversions and releases from prison to achieve the prison-based impacts. Additionally, impact estimates were developed to simulate the impact of proposed policies on the length of time spent on active supervision.
