Washington State Department of Corrections (DOC) requests TA for the implementation of a probation model of community supervision that employs “swift-and-certain” sanctions as established by law in 2012. This assistance will allow the DOC to develop outcome and fidelity measures that inform an evidence-based response to violations of probation. It will also assist the DOC in its efforts to build a more integrated case-management model, balancing cognitive behavioral interventions with swift and certain sanctions.

Conducted Assessment call with Anna Aylward and Bernie Warner on 8.30.12. Completed Assessment and submitted to Angela on 9.4.12. e-mail sent to Angela Hawken on 10.23.12 requesting a time set up for an assesment call. Another e-mail sent to Angela Hawken on 11.1.12 requesting to set up a call. 11.27.12 Working on SOW. Work period dates are 11.19.12-11.19.13. E-mail sent to Mr. Warner and Ms. Aylward on 12.19.12 indicating that Pepperdine will begin to engage the TA in January of 2013. On 12.12.12 and 12.19.12 Angela Bafile sent an e-mail to Jonathan Kulick at Pepperdine requesting an updated budget (with 17% indirect cost rate verses previous 40% indirect cost rate) before final budget could be approved by BJA and SOW could be issued. On 1.8.13 Eva McGann sent a letter to Sherrie Wagoner and copied Jonathan again requesting the final budget with the 17% indirect cost rate. She responded and said that she was working on the revised budget and would get it to us soon. Eva McGann sent follow up e-mail on 1.16.13 inquiring as to status of revised budget. Received revised budget on 1.18.13. It was approved by BJA on 1.19.13 and e-mail was sent to Sherrie Wagoner advising her that the SOW and budget were approved. Contacted Michelle Ingraham on 1.23.13 to let her know that I have a provider that will need to be set up to be reimbursed. She sent me several documents that need to be completed and she will set Pepperdine up in the system. Sent e-mail to both requester and provider on 8.1.13 asking for status update. Engagement period ended on 11.19.13. E-mail sent to provider on 12.6.13 asking if no cost extension was needed and then reminding that if engagement was completed that final report would be due January 6 2014

He will work closely with Dr. Hawkins on overseeing training and assessing site fidelity to the swift-and-certain model.
