National Reentry Resource Center (NRRC) staff facilitated conversations about the screening, assessment and referral process; the larger context of behavioral health and criminal justice initiatives in Los Angeles County; and sustainability options for CARE. The visit coincided with the beginning of referrals to the program, which provided an opportunity to review draft screening/assessment materials and workflows.
CSG Justice Center staff gave a presentation on the risk-need-responsivity (RNR) model and the Justice Center's publication, Adults with Behavioral Health Needs under Correctional Supervision: A Shared Framework for Reducing Recidivism and Promoting Recovery to set context for the discussions during the site visit. NRRC staff discussed the Justice Center's meeting with key staff from the Department of Health Services, the District Attorney's Office, and the Los Angeles County Sheriff's Department the day prior as part of formation of the Office of Diversion and Reentry. NRRC staff then facilitated a conversation about screening, assessment and referral for CARE to clarify the process. Project 180 staff led attendees to a visit to Weingart Center for the Homeless, an organization projected to be a primary housing partner for CARE. NRRC staffled a discussion about how CARE fits into the larger county context of behavioral health and criminal justice initiatives and how CARE is unique from other programs. Then NRRC staff began a conversation about planning for sustainability for CARE, including reviewing the draft program evaluation plan, identifying potential funding sources, and leveraging policy changes in Medi-Cal to support CARE.
