Throughout the reporting period, the Urban/Manatt team held ongoing remote consultations (via teleconference and over email) with the Maryland Department of Health and Mental Hygiene (DHMH) to gauge their interest and capacity for participation in the initiative, and prepare for the launch presentation and in-person site visit. These included calls with the coordinator (an analyst in the DHMH's Office of the Secretary) and her staff. The conversations focused on a range of issues, including sharing and receiving feedback on the content of the site visit, and identifying local and state stakeholders to invite and prioritize for the site visit.
In the second reporting period, the calls focused on preparation for the learning collaboratives.
In the third reporting, the calls focused on feedback from the learning collaboratives and performance measurement.
The Urban/Manatt team held a kick-off presentation with Maryland to introduce stakeholders to the goals of the initiative and the Urban/Manatt team's TA approach. In attendance were the Department of Health and Mental Hygiene, Maryland Department of Public Safety and Corrections Services, the Baltimore County Detention Center, the Harford County Detention Center, the Harford County Department of Health, and the Baltimore County Detention Center.
The Urban/Manatt team conducted a preliminary call with stakeholders from the detention centers and county health departments in Washington, Baltimore, and Harford County, Maryland to identify and understand current processes and challenges in each county and discuss their priorities in advance of the in-person site visit. We distributed a summary of the current challenges and priorities to each county and received feedback in the week following.
The Urban/Manatt team participated in a call with state and local stakeholders about Medicaid and to learn about current enrollment processes in the Maryland state prisons. The call was facilitated by Maryland Department of Health and Mental Hygiene.
The site visit consisted of a half-day convening with the Maryland Department of Mental Health and Hygiene, the Maryland Governor’s Office of Crime Control and Prevention, the Maryland Department of Public Safety and Corrections Services, Baltimore County Detention Center, Baltimore County Health Center, Washington County Detention Center, Harford County Detention Center, Harford County Department of Health, and the Maryland Health Benefit Exchange, the Bureau of Justice Assistant, and the Urban/Manatt team to secure their participation in the learning collaborative work and increase our understanding about current processes and policies for linking the justice-involved population to Medicaid coverage, creating coordinated, comprehensive systems of care, and sustainable funding mechanisms. In addition, we conducted a tour of one local detention facility (the Harford County Detention Center) and planned one state prison facility (the Maryland State Correctional Training Center) to observe their current Medicaid enrollment processes and improve our understanding of both reentry processes and the broader context within which health coverage initiatives would operate.
Based on information Urban/Manatt gathered through the remote consultations and in-person site visit, we identified and vetted with Maryland stakeholders their priorities for the three learning collaboratives.
The Urban/Manatt team held a debriefing call with Maryland stakeholders concerning the first learning collaborative. Then, the team discussed Maryland's priorities in regards to the topic of the second learning collaborative.
The Urban/Manatt team held a debriefing call with Maryland stakeholders concerning the second learning collaborative. The call involved next steps for the Maryland teams.
Research and phone calls with Maryland DPSCS to explore the possibility of using Criminal justice information sharing for the purpose of flagging admission to and release from prison or jail. Summarized lessons learned for the Maryland team.
The Urban team provided information to Maryland around establishing MOUs.
The Urban and Manatt team discussed the funding strategies they wanted to pursue.
