The Urban/Manatt team held a kick-off presentation with Los Angeles County/California to introduce local stakeholders to the goals of the Connecting Criminal Justice to Health care initiative and the Urban/Manatt team’s technical assistance (TA) approach. We held preliminary discussions about the jurisdiction's priorities for the initiative. Attendees included the Community Health & Integrated Programs division of the Los Angeles County Department of Health Services; the Los Angeles Sheriff's Department, and the California Department of Health Care Services.
Throughout the reporting period, the Urban/Manatt team held ongoing remote consultations (via teleconference and over email) with the Community Health and Integrated Programs to prepare for the launch presentation and in-person site visit. These included calls with Director of the Community Health and Integrated Programs and his staff. The conversations focused on a range of issues, including sharing and receiving feedback on the content of the site visit, identifying local and state stakeholders to invite and prioritize for the site visit, and best practices for supplying medication at the point of release.
In the second reporting period, the calls focused on preparation for the learning collaboratives.
In the third reporting, the calls focused on feedback from the learning collaboratives and performance measurement.
The Urban/Manatt team conducted an in-person site visit to Los Angeles County. The site visit consisted of a day-long convening with the LA Department of Health Services, the Los Angeles Sheriff’s Department, the Los Angeles Probation Department, the Department of Mental Health, Los Angeles Care (a managed care organization), the Los Angeles Regional Reentry Partnership, the Countywide Criminal Justice Coordinating Committee, the Los Angeles District Attorney’s Office, the California Department of Corrections and Rehabilitation, the California Department of Health Care Services, and the Urban/Manatt team to secure their participation in the learning collaborative work and increase our understanding of Los Angeles/California’s current processes and policies for linking the justice-involved population to Medicaid coverage, creating coordinated, comprehensive systems of care, and sustainable funding mechanisms and to identify their priorities for each of the three learning collaboratives. The visit also included a tour of the Los Angeles county women’s jail facility (Century Regional Detention Facility) and a men’s jail facility (the Twin Towers Correctional Facility) to observe current Medicaid enrollment processes and to understand the broader context within which future health coverage initiatives would function.
Based on information Urban/Manatt gathered through the remote consultations and in-person site visit, we identified and vetted with Los Angeles/California stakeholders their priorities for the three learning collaboratives.
The Urban/Manatt team held a debriefing call with Los Angeles County/California stakeholders concerning the first learning collaborative.
The Urban/Manatt team held a prep call with Los Angeles/California stakeholders concerning the second learning collaborative. The team discussed the priorities of Los Angeles County/California in regards to the topic of the second learning collaborative.
The Urban/Manatt participated in a call convened by the LA County Workgroup to discuss concrete steps to making progress on the proposals from the first learning collaborative. Outstanding questions were also addressed.
The Urban/Manatt team provided TA on the topic of seeking Medicaid reimbursement for prescription medications provided to re-entry populations.
The Urban and Manatt team discussed several issues that LA County raised around issues with CMS (e.g. the feasibility of an on-site pharmacy at the correction facility).
The Urban and Manatt team discussed with LA County/California funding strategies they wanted to pursue from the third learning collaborative.
