During the month of June, CJI staff continued to work on the system assessment to determine Oklahoma’s adherence to the research on what works to reduce recidivism and to understand how an individual flows through the system. Information gathered during the system assessment will be used during multiple stages of the JRI process including: understanding the data findings, educating the Task Force (and other stakeholders) on the state’s adherence to the research, policy development, legislative drafting, and implementation. During the week of June 13th and June 27th, CJI staff were onsite in Oklahoma to begin system assessment meetings and stakeholder outreach. CJI staff met with individuals from the Department of Corrections, the Pardons and Parole Board, the Legislature, leaders of the Tulsa and Oklahoma City Chambers of Commerce, victims’ advocates and stakeholders involved in the 2012 JRI effort.
May: Several components of the JRI launch have been delayed due to the end of the OK legislative session and from large-scale reorganizations occurring at the ODOC. CJI anticipated finalizing the following processes in May: Issuing the Executive Order: the EO is being drafted by the Governor’s Deputy General Counsel, Jennifer Chance; Appointing the taskforce and picking a date for first taskforce meeting: likely on the same timeline as the EO; Receiving DOC data.
June: Although the MOU was signed in mid-June, the DOC has been delayed in pulling the data due to the work load issues related to opening and running a private prison facility and transferring inmates between facilities in order to address the closure of community work facilities. The data is expected to arrive in mid-July. Due to the expected delay in receiving data, we have adjusted the proposed Task Force presentation schedule to allow CJI’s data lead, Felicity Rose, the necessary time to analyze the data and prepare findings for the Task Force. **UPDATE: This was resolved upon reception of the data. The team was expeditious in their analysis of the data and met the deadline despite the short turnaround time.**
During the month of June, CJI staff continued to coordinate and plan with the Governor’s Office for the issuance of the Executive Order establishing and the membership of the Task Force and began working on the first presentation for the Task Force, which will cover data on the national prison landscape, case studies of previous JRI states, and publicly available data on Oklahoma’s prison system.

On July 8th, Governor Fallin of Oklahoma issued Executive Order 2016-24, establishing the task force and determining its membership and objectives.
In mid-July, the team received ten years-worth of data from the DOC, and the data team began cleaning and processing the data in preparation for the first “Drivers” presentation. The team continued to reach out to task force members and stakeholders, in addition to connecting with national partners.
A site visit took place from July 25th to July 27th for a series of focused system assessment meetings with staff from DOC Parole and Probation, public defenders’ offices, and community-based reentry organizations. Staff continued to process information from interviews and statutory reviews to determine Oklahoma’s adherence to the research on what works to reduce recidivism and to understand how an individual moves through the criminal justice system.
After receiving the raw data from the Oklahoma DOC in mid-July, CJI’s data team cleaned, processed, and interpreted the data, drafting and presenting their findings on August 31st to the full Task Force, including Governor Fallin. This presentation consisted of analysis of Oklahoma DOC Admissions, Releases, and Current Population data; the analysis led to tentative conclusions about the policies that contribute to Oklahoma's prison population.
After extensive interviews with a wide range of Oklahoma State employees, program directors, stakeholders, and policy makers - in addition to an extensive statutory and policy review - a qualitative presentation of both the corrections system in Oklahoma and an extensive review of criminal justice research and literature was delivered to the full task force on September 8th. Topics covered included the effect of incarceration on crime and recidivism, principles of recidivism reduction in community corrections, and sentencing practices. The presentation highlighted Oklahoma's current practices and how they relate to what research shows are effective practices.
After receiving additional raw probation, parole, and court record data from Oklahoma DOC and the state in early September, CJI's data team expeditiously cleaned, processed, and interpreted the data, drafting and presenting their findings on September 8th to the full Task Force. This presentation contained analysis of Oklahoma DOC probation and parole admissions, releases, and current population data, as well as disposition information from a sample of Oklahoma and Tulsa county court cases. The analysis led to further conclusions about the policies that contribute to Oklahoma's prison population, as well as initial conclusions about the policies that contribute to Oklahoma's probation and parole population.
