The Little Traverse Bay Bands (LTBB) of Odawa Indians Waabshki-Miigwan Drug Court requested technical assistance from the Tribal Law and Policy Institute in order to update their policy and procedures manual, to train new team members, to observe their staffing and hearing, and to provide recommendations for future enhancements to the Drug Court.
Waabshki-Miigwan Drug Court Coordinator, the Court Administrator, and the Judge, along with the Tribal Law and Policy Institute staff conducted an initial conference call to discuss the current status of the Drug Court, the needs of the Court, and possible training topics for the onsite.
TLPI and the LTBB Waabshki-Miigwan Drug Court scheduled the onsite dates of May 17-18, 2016.
TLPI consultant Mark Panasiewicz and staff Lauren van Schilfgaarde conducted the two-day onsite, which included training on the Tribal ten key components, the National Association of Drug Court Professionals (NADCP) National Drug Court Standards, incentives and sanctions, and enablement prevention. Additional topics included policy on prescription medications and vague drug test results. TLPI observed the team's staffing and hearing.
TLPI submitted the final Waabshki Miigwan Drug Court Program Onsite Technical Assistance Report, including four appendices, to the team. This report included observations of the hearing and staffing, impressions organized around the Tribal ten key components, and short-term and long-term recommendations for future enhancement of the Court.
