The Port Gamble Tribes, through the Child Welfare Center for Capacity Building for Tribes, initiated a technical assistance request to help plan a Family Healing to Wellness Court.
The Tribal Law and Policy Institute conducted an initial conference call with the Port Gamble team to discuss the current status of their planning efforts, the origin of their desire to plan a Healing to Wellness Court, their current team members, and other relevant information to plan an onsite technical assistance visit.
TLPI staff member Lauren van Schilfgaarde, TLPI consultant Mark Panasiewicz, and TCBC staff member Sonja Ulrich traveled to and conducted the Port Gamble Family Healing to Wellness Court onsite visit. This two-day visit included training on the tribal ten key components, the NADCP National Drug Court standards, Family Drug Courts, and sanctions and incentives. During the onsite, the team developed their mission statement, and their proposed phases. The team additionally discussed their proposed legal structure, which during the onsite transitioned from a family/civil model to a criminal or criminal/civil hybrid. The team desired to look more at their caseload numbers to better determine the needs of their community before finalizing a legal model.
TLPI staff Lauren van Schilfgaarde and TLPI consultant Mark Panasiewicz drafted, edited, and finalized the Port Gamble Healing to Wellness Court technical assistance report, which detailed the observations during the onsite, provided references for further resources, and recommendations for future planning efforts.
