he assessment team conducted one site visit in Baltimore during this reporting period, which took place on December 1-3, 2015. The assessment team (comprised of three PERF staff members and three SMEs), traveled to Baltimore and conducted in-person interviews with 34 people, including the captain of the Homicide Unit, three Homicide lieutenants, nine Homicide sergeants, 15 Homicide detectives, the Homicide Operations squad, members of the Cold Case squad, and two Assistant State's Attorneys (the chief of the Homicide Division and a line attorney). During the site visit, the assessment team also held a kickoff meeting with the Police Commissioner and several members of the command staff, and reviewed files for 63 homicide cases from 2014 and 2015.
Following the site visit, the assessment team documented its findings from the interviews and case reviews, and debriefed the Project Director and BJA grant monitor on the information gathered during the visit. Based on this information, the assessment team identified additional people and topics on which to focus during the follow-up site visit. PERF worked with the Baltimore Police Department to schedule the second site visit for January 25-27, 2016, after which PERF staff will coordinate with BJA to develop a final report documenting its findings.
