Center staff and a multi-disciplinary group from the Allegheny County criminal court convened its first planning call for the project. They discussed promising practices and gaps, as well as court user resources, web links, research results, and other written documentation that Center staff should review as examples of procedural justice practices.

Project staff planned and conducted phone interviews with leadership from each of the primary court partners: President Judge Manning, court administrator Chris Connors, criminal court administrator Tom McCaffrey, public defender Elliot Howsie, assistant district attorney Rebecca Spangler, and probation director Frank Scherer.

Conduct in-person site assessment
Milestone Description

The in-person site assessment was led by two Center staff members: Emily LaGratta, deputy director of training and technical assistance, and Dipal Shah, project director of the Midtown Community Court. They were joined by Kim Ball, senior policy advisor at BJA. The site visit included meetings with key stakeholders, courtroom observation, and a walk-through of two courthouses and the local jail.

Center staff drafted and provided for the client an assessment report that outlined findings from the interviews, document review, and on-site assessment, as well as recommendations for how to enhance procedural justice practices going forward.
