The Center will provide funding and targeted technical assistance to the selected jurisdictions. Technical assistance activities will include hosting structured peer-to-peer site visits at an exemplary community court; helping to develop a realistic and achievable action plan that clearly articulates goals, objectives, action items, and expected deadlines; providing remote and on-site intensive technical assistance based on the project action plan; and assisting with project implementation and sustainability.

Center staff worked with BJA to draft the grant solicitation.
Center staff finalized and disseminated a national solicitation for the Community Court Grant Program on January 6, 2016. The solicitation was sent to the Center for Court Innovation contacts list of thousands of justice system stakeholders nationally, as well as via BJA’s website, directected outreach to partner agencies and through social media outlets of the Center, BJA and others. Applications were due on February 19, 2016. The Center received 73 applications.
Center staff established ten three-person panels to serve as peer reviewers for the solicitation process. Each panel consisted of one local practitioner, one national organization representative, and one Center for Court Innovation staff member (excluding staff working on the Problem-Solving Jurisdictions.) An orientation call was held for all peer reviewers on February 25, 2016. After reviewing the proposals, each reviewer provided written comments and scores and convened by phone for a consensus call.
Center staff produced a recommendation memo for BJA staff outlining the top-scoring proposals and recommending the ten sites for selection. The ten recommended sites in the memo were approved by BJA on March 23, 2016.
BJA director Denise O’Donnell announced the ten selected sites during the Community Justice 2016 Summit in Chicago, IL on April 13, 2016. The selected sites are: Cleveland Municipal Court, OH; City of Olympia, WA; Philadelphia Mental Health Care Corporation, PA; City of Eugene, OR ; Las Vegas Township Justice Court, NV; City of Jersey City, NJ; Dallas County Public Defender’s Office, TX; Circuit Court of Cook County, IL; City and County of Honolulu Prosecuting Attorney’s Office, HI; City of Spokane Municipal Court, WA. Each site was provided with a draft press release to announce their selection to local media. Center staff created a webpage to announce the ten sites and catalog related media: http://www.courtinnovation.org/2016-community-court-grantees. The sites were also announced on BJA’s website and through various social media outlets of the Center. Detailed TTA activity for each site is reported separately.
Center staff scheduled and conducted an orientation call for key contacts at each of the selected ten sites. The meeting agenda included a review of project goals anticipated milestones and activities, and the project timeline. Center staff also explained the role of technical assistance staff, as well as required programmatic and fiscal reporting procedures.
Center staff worked with the Center’s fiscal and legal team to develop a subcontract template for each selected site. Staff also conducted additional review of each site’s budget and sent required changes to the financial point of contact. Most of the ten sites had finalized their budgets and received a draft subcontract by June 30, 2016; one site had executed their subcontract by June 30.
Center staff developed several templates to assist with TA delivery and data tracking. First, TA team members provided sites with a Key Contacts form that identifies names and contact information for core planning team members and steering committee members. Second, staff provided sites with a Needs Assessment packet that outlines that process. Third, staff created and provided a Performance Measures Planning Checklist to be reviewed with the local data collection contact. Lastly, the team finalized its internal process for tracking TA activity.
