In October, CSG Justice Center staff furthered implementation efforts by educating and engaging prosecutors and public defenders around justice reinvestment in the state.
CSG Justice Center staff presented on the Justice Reinvestment Initiative (JRI) at the annual Kansas Board of Indigent Defense Services conference and the annual Kansas County and District Attorneys Association (KCDAA) conference. These presentations were intended to increase buy-in to and utilization of HB 2170 sanctioning policies, in particular, the 120-day and 180-day prison sanctions that were established in lieu of lengthy revocations. Kansas is continuing to fall short of Phase I projections largely because 120-day and 180-day sanction utilization remains low, while revocations for technical probation violations has not decreased significantly over the last two years. Presentations at both conferences explored potential reasons for low utilization, including the fact that judges are continuing to revoke individuals for minor technical violations.

• CSG Justice Center staff will continue to monitor monthly data trends, particularly now that there have been three recent and targeted engagement efforts aimed at increasing HB 2170 sanction utilization (for judges, prosecutors, and defenders).
• Additionally, CSG Justice Center staff will continue to monitor spend-down of Kansas’ Phase II subaward. Kansas Department of Corrections (KDOC) anticipates that nearly 100 percent of the funds will be spent by the end of the calendar year.
• (10/2) Conference call to discuss KCDAA conference panel on revocation procedures. A CSG Justice Center consultant facilitated a conversation with attorneys from three districts in Kansas and prepared panelists to discuss their experience with technical probation violation proceedings in advance of the conference on 10/13/15.
• (10/9) Conference call with Kansas Sentencing Commission Director to discuss KCDAA conference presentation and panel on JRI.
CSG Justice Center Senior Legal and Policy Advisor presented on JRI at the annual Kansas Board of Indigent Defense Services Conference. He discussed data trends and implementation progress since the bill was enacted in July 2013 and identified a need for increased utilization of JRI sanctioning options.
