CJI is providing both onsite and offsite technical assistance to the Utah Commission on Criminal and Juvenile Justice to prepare the state for Phase II. This work will includes facilitating the development of an HB 348 implementation plan, and collaborating with the CCJJ Implementation Task Force on the Phase II checklist.

In April, CJI staff focused on the transition from Phase I to Phase II. CJI staff Melissa Threadgill and Len Engel held numerous discussions with Ron Gordon, Executive Director of the Utah Commission on Criminal and Juvenile Justice to explain and discuss the Phase II process, to begin setting up implementation oversight practices and procedures (including the formation of an oversight taskforce, scheduled to meet for the first time in mid-May), and to identify a good candidate to be Utah’s JRI Coordinator. In early April, Doreen Weyland (previously a grants manager with the CCJJ) was appointed to this role, and CJI staff worked to help bring her up to speed on the JRI process and legislation.
In April, CJI met with numerous stakeholders to explain and discuss the Phase II process and learn about each agency’s current planning efforts with regards to implementation during the second visit. These stakeholders included: Rollin Cook (Director, Department of Corrections), Mike Haddon (Deputy Director, DOC), London Stromberg (Deputy Director, DOC), Jerry Pope (Direction, Institutional Operations, DOC), Geri Miller-Fox (Director, Adult Probation & Parole, DOC), Steve Gehrke (Quality & Process Improvement Director/DOC JRI Coordinator), Julie Christenson (Research & Planning, DOC), Mike Hoglund (Mental Health Services, DOC), Craig Burr (Director, Programming, DOC), Dan Blanchard (Deputy Director, AP&P), Jennifer Valencia (Executive Director, Sentencing Commission), Doug Thomas (Director, Division of Substance Abuse & Mental Health), Brent Kelsey (Deputy Director, DSAMH), Mary Lou Emerson (Director, Utah Substance Abuse Advisory Council), Dan Becker (Administrator of Courts), Rick Schwermer (Deputy Director, AOC), and Debra Moore (Deputy Director, AOC).
In May, CJI worked with Utah to help the Commission on Criminal and Juvenile Justice formally launch the state’s Implementation Task Force (ITF), which held its first meeting on May 12th. CJI staff worked with the state’s JRI Coordinator (Doreen) to develop the ITF membership and the agenda for the first meeting. At that first meeting, CJI staff Melissa Threadgill delivered a presentation on the key data elements and prison population drivers that led to CCJJ’s JRI recommendations last fall, which was new information for some members of the group. Melissa also presented on the stages of implementation, common barriers to implementation, and the importance of implementation planning, in addition to explaining CJI’s role in the state as BJA-funded technical assistance providers. Taskforce members were also given an in-depth summary of the changes required by HB348.
Utah submitted the LOI to BJA in early June.
CJI worked with the JRI Implementation Coordinator to ensure all the items on the Phase II checklist (oversight committee, data tracking, goals and mission statement, etc.) were complete in preparation for the Phase II pass through funding application.
Throughout January to June 2016, CJI continued to provide guidance on the CCJJ Implementation Taskforce (ITF), including participating in the monlth ITF meeting (via phone: January, February, April, May, June; and in-person: March).
In June, CJI staff also worked with the state to update the Implementation Plan to reflect current progress and held numerous check-in calls with staff at DOC and CCJJ.
