This came to us from the Diagnostic Center on 10.16.12. On 10.16.12 I left a voicemail for Jennifer Koehler and sent an e-mail to her and also to Jennifer McGowan who were both listed as points of contact for this request to set up a time for an assessment call. Numerous attempts to set up an assessment call finally resulted in a call set up on 11.5.12 at 10:00am. Assessment call held; will gather information in package and submit to BJA this week. Sent to BJA on 11.7.12. Approved on 11.20.12. 11.27.12. Working on RFP. Sent e-mail to the Jennifer's asking them for clarification on objectives and deliverables on 12.11.12. No response. Sent follow up e-mail to the Jennifers on 12.19.12 and Ms. Koehler responded and said they would get back to me soon. Received clarification on deliverables on 12.28.12 Sent RFP to Angela Bafile on 1.2.13 and she forwarded to Becky. RFP sent to providers on 1.15.13. To that end it will be beneficial to develop a strategy for implementation, understand what systems are in place to share information, and develop strategies for sharing information. Additionally, it is necessary for all stakeholders to be trained on the implementation of healthcare reform; therefore development of a curriculum for this purpose is also part of this request. The state needs to have a plan in place for suspending Medicaid benefits to individuals entering the prison system and reinstating them upon release. Currently there are 49,000 inmates in the Illinois correctional system each of these inmates will need to have their Medicaid eligibility determined regarding healthcare reform. It is imperative that all stakeholders understand their responsibility under this new policy so that justice involved individuals can be serviced in an efficient manner. Without a state wide effort to train stakeholders, there is potential for error in enrolling Medicaid eligible individuals into the system. Additionally, the Governor’s office has identified TASC a non-profit organization to potentially assist with the request. TASC provides direct services, designs model programs and builds collaborative networks between public systems and community-based human service providers. TASC's purpose is to see that under-served populations gain access to the services they need for health and self-sufficiency, while also ensuring that public and private resources are used most efficiently. Finally, Advocates for Human Potential (AHP), a BJA provider, is potentially another source for providing assistance under this request. Ms. Lisa Brude, Senior Research Associate with AHP, is a former Senior Policy Advisor at the Illinois Department of Human Services, Division of Mental Health and the former Research and Policy Director at TASC. She has extensive knowledge of the agencies in the State of Illinois along with the mission of TASC.
