This innovative approach is built upon the successful efforts that have occurred in other jurisdictions, including components such as swift and certain sanctions, procedural justice, and placed-based supervision. It will change concepts of our parolee supervision model. Specifically who we supervise (based on the risk and needs of offenders), where we supervise, and how we supervise (with trained staff implementing procedural justice and swift and certain sanctions).
To make this a coordinated effort that yields the best outcomes we anticipate a need for technical assistance. Significant agency resources will be used to implement the model as a pilot in three geographically diverse locations throughout New York. We will have a unique combination of operations and research staff involved in the implementation and this will allow us to closely monitor whether this effort is making a difference in lowering recidivism.
What we are missing is the guidance that a technical assistance relationship with BJA can bring to our project implementation. We look forward to working with your agency and Pepperdine University in developing our enhanced community supervision model.
