During this reporting period, the Puerto Rico Department of Corrections and Rehabilitation (PRDCR) and JDI met several times. The grantee's main activities included updates to educational materials and progress on camera installations. PRDCR is currently awaiting approvals for their training contract, which has delayed further implementation toward that goal. Notably, their federal advisor's contractor's contract was once again up for renewal, posing a repeated challenge that has historically disrupted progress. While JDI was encouraged that the grantee will be able to accomplish more through the No Cost Extension (NCE), significant challenges hinder their ability to fully meet their original goals. What was happening mirrors previous cycles of gaining momentum with the NCE, only for progress to stall once again. Coaches have observed how the agency's structure, approval procedures, and multiple transitions within the PREA/federal grants team have deeply impacted their capacity. The agency's PREA Coordinator was eager to grow in her role and expand PREA policies more meaningfully, but a clear knowledge gap and disconnect within the agency continue to affect effective grant management. A more realistic assessment suggests that, despite some positive intentions, the likelihood of substantial progress remains limited.
