Essex County closed out their grant during this reporting period. By the end of the grant, Essex County established a permanent state-level position for a mental health clinician. The county tried multiples measures to solicit and hire for this position, including advertising through the existing contract medical provider and the local rape crisis center. Unfortunately, perhaps due to COVID or the impermanence of the position, they continued to encounter barriers to hiring. Eventually, someone had the idea of making it a permanent position, which in Massachusetts made it a state-level position, one which would continue to be funded beyond the life of the grant. This opened things up and they very quickly filled the position. Early on, the site purchased and installed cameras. Ironically, it took longer to install the mirrors. They were able to purchase the mirrors, but due to a lack of manpower they were delayed in their installation. Ultimately, both the cameras and the mirrors were purchased and installed in the first year of the grant. The site also established monthly PREA committee meetings. This allowed staff to talk about what PREA efforts were underway and what was still to come. These became less of a focus of the coaching calls over time. The site planned to send staff to an investigator's training held by the Massachusetts DOC. Due to COVID this training was postponed several months. In the interim, Mr. Magnarelli had investigators complete the NIC PREA investigators training. Eventually four staff attended the training with Massachusetts DOC.
