Fargo, North Dakota contacted CHJ looking for resources on grant funding and collaborating with their local county jail administrator and states attorney on working on some deflection and reentry work. Calls were held 9/12 and 10/15 with representatives from the Fargo public health department and the Cass County State's Attorney's office.
Overview
-Formalizing local coalition for deflection practices via state taskforce
-Have been seeing trends of people going into the system who would benefit from diversion/deflection
-Goal: prevent people from going into the CJS and jail/prison systems
-State hospital is consistently full
- Need to get buy-in from law enforcement, current mindset is "arrest first, services later"
Challenges: Treatment capacity; Structure; Downtown businesses trying to eliminate visible homelessness; Push to close or relocate the downtown engagement center;
Goals: Establish a state and local reentry coalition; Create a cohesive community surrounding reentry and harm reduction; Subcommittees meeting monthly – entire coalition meeting quarterly, so everyone knows what others are doing to work together to further the cause; Full scale community resource mapping; explore Grant funding through SAMSHA, COSSUP, other federal agencies.
Resources provided: 6 pathways of deflection case studies; COSSUP deflection mentoring; quick reference factsheet on the six pathways of deflection; Checklist for Obtaining Officer Support for Deflection; Selected research and program evaluations
