Intelligence Summit Task Teams—During this reporting period, IIR continued managing the CICC’s six Intelligence Summit Focus Area Task Teams. Below is a list of task team activity during this reporting period.
• The IIR team met weekly to coordinate efforts and lay the groundwork for the move to a functional model.
• IIR staff briefed DHS monthly during a regularly scheduled monthly status meetings.
• IIR staff briefed CICC and Global leadership on a biweekly basis.
• On July 29, 2024, IIR staff provided a status briefing to the DHS Undersecretary for Intelligence and Analysis (USIA), Ken Wainstein. In response to the briefing, USIA Wainstein requested a revised project plan and timeline. The revised project plan and timeline were submitted to USIA Wainstein in mid-August 2024.
• IIR staff worked with CICC leadership and task team chairs/co-chairs to develop a project briefing presented to the CICC membership during the State, Local, Tribal, and Territorial Intelligence Briefing hosted by BJA during the annual International Association of Chiefs of Police (IACP) conference in Boston in October 2024.
• (Combined) Task Teams 1 and 4: Continued working on a position paper to outline the accomplishments of the two groups and chart a path forward.
• Task Team 2: Continued conducting research focused on processes within intelligence community doctrine, nationwide public, alert, warning and notification schemes, the National Incident Management System and ongoing mass casualty event after action reporting that can be used to guide project deliverables.
• (Combined) Task Teams 3 and 6: The group met weekly between August and late September 2024 to develop a guidance document. The results of the document were presented during the CICC meeting at the State, Local, Tribal, and Territorial Intelligence Briefing hosted by BJA at the annual IACP conference in Boston in October 2024.
• Task Team 5: The intelligence inventory form was distributed, along with a set of formulated instructions and a definition clarifying what is meant by “intelligence training” to the members of the GAC, CICC, and partner agencies to gather information on intelligence training offerings currently available to populate the training matrix. A total of 78 training entries were submitted to the inventory during this period. In the next reporting period, an analysis will be completed to determine gaps and trends, and to develop recommendations. The information will also be leveraged to update the
2019 Analyst Professional Development Roadmap (APDR), Version 2.0.
NSI Indicator Review Project—During this reporting period, IIR completed the NSI Indicator Review Project. NCITE completed its portion of the literature review in
July 2024. The document was sent to NTER for multiple rounds of review and comment. To expedite the review phase, IIR, NCITE, and NTER staff held two virtual conference calls at the beginning of September to discuss remaining revisions. Once the final edits were completed by NCITE staff, IIR provided graphics and editorial services for the final combined report, titled Assessment and Review of the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) Indicators.
With IIR support, NTER provided an overview of the document to the State and Local Intelligence Council (SLIC) in October 2024. IIR also provided support for an overview of the combined report during State, Local, Tribal, and Territorial Intelligence Briefing hosted by BJA at the annual IACP conference in Boston in October 2024. After the overviews, and at the request of DHS NTER, IIR and NCITE made a few minor revisions to the report. IIR and NCITE staff briefed the final draft document during the Second Annual SAR Point of Contact Summit held in Orlando, Florida, on November 14–15, 2024.
In late December 2024, IIR staff completed one last editorial and graphics quality control review on the combined report and submitted it to DHS NTER on December 17, 2024.
This project is now complete, and no further updates are anticipated.
