In October, CSG Justice Center staff continued to meet with PADOC regarding staffing changes occurring within the agency. PADOC's primary point of contact for the BJA grant changed to the Statewide Coordinator at the end of September.
PADOC received notice that a Union Grievance has been filed regarding the grant-funded Parole Case Manager (PCM) positions in the Pittsburgh, Harrisburg, and Chester Districts. PADOC reports that the grievance was filed under the pretense of duplication of position and duties. The union grievance is currently in Stage Two, pending mediation and desk audit for the positions. PADOC reports that they are confident that the grievance will be resolved with little to no change regarding the duties for the positions filled through this grant.
The Harrisburg and Pittsburgh Districts have successfully hired for the PCM positions. However, the Chester District position remains vacant as the applicant declined the offer due to the pending Union Grievance. As part of their onboarding, the PCMs and Statewide Coordinator familiarized themselves with the data tracking sheet created by the former PADOC point of contact and CSG Justice Center and identified some areas of improvement to better align the spreadsheet with their day-to-day data tracking needs. CSG Justice Center and PADOC will be working collaboratively together to re-configure the tracking sheet to be more applicable for staff to enter needed information that is not currently tracked in the state systems.
