To strengthen our relationship with U.S. territories, I reached out to the U.S. Virgin Islands' State Administering Agency (SAA), the Law Enforcement Planning Commission (LEPC), to explore their training and technical assistance (TTA) needs. With LEPC under new leadership, this outreach provided an excellent opportunity to assess island-wide TTA requirements and support their strategic planning goals.
We engaged in bi-weekly meetings with LEPC, which allowed us to identify critical public safety gaps and priorities. LEPC initiated tri-annual stakeholder meetings to convene partners and assess island-wide criminal justice priorities. These discussions revealed key gaps in data, behavioral health, juvenile justice, and stakeholder engagement.
In response, we collaborated with LEPC to host a two-day Subcommittee Meeting with key stakeholders, including the Virgin Islands Police Department, Virgin Islands Peace Officers, University of the Virgin Islands, Department of Health, Bureau of Corrections, Department of Social Services, Office of Gun Violence Prevention, and others. During this convening, stakeholders exchanged insights, shared resources, and worked toward actionable solutions to address systemic gaps.
The ultimate goal is to convene a larger summit with all stakeholders, culminating in the creation of a formal action plan to guide the territory’s efforts. A comprehensive report from the Subcommittee Meeting was developed and shared with LEPC for their reference and future planning.
