Priority Area 1: Assist the three delivery systems with identifying strategies and developing comprehensive statewide supervision recommendations and definitions for community supervision.
Update: In August, CSG Justice Center staff continued facilitating a discussion with the working group to outline next steps for building a framework for the behavior response grid. Furthermore, CSG Justice Center staff continued to make progress on the recommendations for case planning including approving key enhancements for supervision data systems under the subaward.
Priority Area 2: Support the three delivery systems with identifying strategies and developing policies for assessment-driven, collaborative case planning for criminogenic and behavioral health needs.
Update: In August, CSG Justice Center staff assisted DOC representatives in making minor revisions to the case plan recommendations document outlining the proposed case planning process for all medium- and high-risk clients. The document now includes three minor updates to the recommended data metrics for identifying success. Further, DOC representatives presented the CSTS data enhancement document to the CSTS Executive Committee, which was approved for incorporation into the subaward application.
Priority Area 3: Assist the three delivery systems with establishing a statewide behavior response grid for client behavior management in community supervision.
Update: In August, CSG Justice Center staff facilitated discussions with working group members on best practices in incentives and sanctions grids including challenges and important considerations for implementation. CSG Justice Center staff reviewed the initial draft of the proposed framework to be used for the CSAC recommendation. The working group proposed incorporating various models for incentives and sanctions from across the state, suggesting that the document should also acknowledge and give credit to other jurisdictions whenever relevant information is available. CSG Justice Center staff reviewed the guiding principles from the 2022/2023 JRI Phase II recommendations and determined key principles and themes to integrate into the framework document.
Priority Area 4: Work with the three delivery systems to create statewide data metrics to gather and track the application of policies and changes in the population under supervision over time, including inconsistent results and disparate outcomes.
Update: In August, the CSTS Executive Committee approved the CSTS data enhancement document and CSG Justice Center staff incorporated the approval into the subaward application materials. Further, CSG Justice Center staff collaborated with CSTS Data Committee members to identify recidivism reporting enhancements and incorporated the request into the subaward application.
Priority Area 5: Support leaders of the three delivery systems and Tribal representatives to assess funding priorities and local needs and develop a process for tracking and reporting use of funds from the funding formula.
Update: In August, CSG Justice Center staff started developing the initial version of the supervision forecast model using data from the annual probation survey and incorporating requested requirements from the three delivery systems.
