The PREA policies have been updated and approved. PREA posters are in all facilities and housing units. The PREA hotlines (reporting and support services) have been set up. The agency will purchase opposite gender announcement decals.

The PC will compile PREA data and provide the sheriff with a 2023 PREA report for publication on the website. Coaches will provide examples of PREA reports from other agencies.

PREA Liaisons are not included in the budget but are expected to be added this year. PREA Liaisons (PCM) could be assigned to more than one facility, expect for the main jail. It is recommended the main jail have its own PREA Liaison.

The coaches provided general information about the PREA auditing process and selecting an auditor was discussed.

The PC and two investigators will be attending the PREA Coordinators Working Group (PCWG) conference on July 23-25, 2025.

The PC attended a meeting to discuss a PREA Peer Education Program with other grantees. The components of the program, including inmate criteria, conducting focus groups, developing curriculum and facilitator guides were discussed. An agency specific PREA video was also discussed.

The team met with TMG investigative training consultants to discuss an on-site PREA Training for the Fulton County investigation team. If grantee decides to use TMG consultants independently for the training, the coaches will not participate in any further discussions and will only require Fulton to provide periodic updates.

The team discussed revising the HR policy to include criminal background checks at hire, promotion, and every 5 years and to include PREA questions on applications/in interviews, at promotion and on written performance evaluations. The team considered adding the PREA questions to the application supplemental questions, pre-screening questions and/or during the background check interview. The team discussed adding criminal background checks to the promotion process as well as asking staff the required PREA questions. The team also discussed a supplement to the staff annual performance evaluation that will require staff to answer PREA-related questions. Ideas were provided on how to begin updating current staff who have not been criminal background checked since hire.

The team discussed grant strategies and FITA request to fund a PREA Specialized Investigations training. FITA was denied by PRC because the grantee has unspent grant funds to cover the training.
