Priority Area 1: Assist the three delivery systems with identifying strategies and developing comprehensive equitable statewide supervision recommendations and definitions for community supervision.
Update: In May, CSG Justice Center staff briefly discussed the next steps for developing recommendations regarding consistent statewide supervision standards. Based on time and technical issues early in the meeting, the group did not outline tasks for the supervision standards.
Priority Area 2: Support the three delivery systems with identifying strategies and developing policies for assessment-driven, collaborative case planning for criminogenic and behavioral health needs.
Update: In May, CSG Justice Center staff met with field supervision staff to discuss and observe current case plan practices. CSG Justice Center staff observed three agent-client appointments where they observed the use of Carey Guides, motivational interviewing techniques, brief interventions to address skill deficit areas, and the use of the CSTS data system. Further, CSG Justice Center staff met in-person with the working group to review the added definitions and language to the straw document based on meetings and feedback from the master trainer group, evidence-based practices (EBP) coordinators, agents, and practitioners. In addition, the group identified specific questions for the group to consider in reporting metrics: 1) is an agent or an agency targeting a client's criminogenic needs? and 2) is an agent or an agency meeting those needs by effectively building skills using cognitive behavioral interventions? The master trainer group met with key CSTS committee members and STI (the vendor for CSTS). Based on the meeting, the group developed potential metrics to track, some of which are accessible now and others that could be included in future technology enhancements under the subaward request. Working group members suggested pairing the recommendations in the straw document with business process and bring back to the working group in June. Further, the group is interested in reviewing best practices in case planning to ensure alignment between the recommendations and research.
Priority Area 3: Assist the three delivery systems with establishing a statewide behavior response grid for client behavior management in community supervision.
Update: In May, due to technical issues and time constraints, the working group did not discuss this priority area.
Priority Area 4: Work with the three delivery systems to create statewide data metrics to gather and track the application of policies and changes in the population under supervision over time, including inconsistent results and disparate outcomes.
Update: In May, CSTS Data Committee members provided an update to CSAC on their data recommendations. Members reported metrics that are available for immediate reporting and data that would require modifications to the current data reporting structure.
Priority Area 5: Support leaders of the three delivery systems and Tribal representatives to assess funding priorities and local needs and develop a process for tracking and reporting use of funds from the funding formula.
Update: In May, CSG Justice Center staff discussed the possibility of assisting DOC staff in forecasting the supervision population by county. Such forecasting would assist counties in allocating resources for services under the new funding formula. CSG Justice Center staff had preliminary conversations around the scope and timeline for this potential project.
