This virtual site visit was initially planned to be done over 1 day (4 hours) but due to some unexpected discussion during the visit, it was decided that half of the visit would be done today and the second half would be done at a later date. The initial purpose of the site visit was to help the grantee develop and organize processes and procedures around developing a new court structure for the JMHCP grant, gain knowledge about risk assessment and clinical assessment best practices and the risk-need-responsivity model, and strategize how to increase referrals for the project. At the beginning of the site visit, a judge who supervises the Tarrant County treatment courts, immediately expresses frustration and dissatisfaction with the grant project, and reported that this type of project would never succeed. The TA coach attempted to make the discussion more productive and focused on problem-solving, but this was difficult. The grantee had initially planned to rescope the project by adding this grant's pretrial mental health treatment docket to an already existing mental health court, but the judge again expressed that this was not an option. The TA coach and grantee then discussed other potential ways they could rescope by discussing gaps that currently exist in their criminal justice and mental health systems, and the grantee discussed AOT, state hospital discharge care, and trauma informed treatment as potential ideas for their project rescope. The visit ended by the grantee team agreeing to meet internally to discuss these options more, and after the next scheduled monthly TA call, the TA coach and grantee will schedule the 2nd half of the site visit.
