Recognizing the overlap between behavioral health (mental health and substance use disorders) and the criminal justice system, State Administering Agencies (SAAs) are increasingly looking to support programs and initiatives related to behavioral health and crisis response. In the early 2000s, Dr. Mark Munetz and Dr. Patricia A. Griffin along with Dr. Henry J. Steadman of Policy Research Associates, Inc. developed the Sequential Intercept Model (SIM). The SIM is a practical model that maps out six points in the criminal justice system ranging from community services to community corrections. This model is now widely used as a strategic tool policymakers and criminal justice planners can use to identify key points for intercepting and linking individuals with behavioral health treatment needs to programs and services that will help prevent further penetration into the criminal justice system and ideally avoid return to the justice system altogether. With the introduction of the new ninth Byrne JAG program area in supporting state crisis intervention programs, the existing mental health Byrne JAG program area and the Byrne SCIP program, now, more than ever, SAAs want to understand the best practices related to behavioral health programming. NCJA will host a SIM Convening to provide an opportunity for SAAs to learn more about the SIM, hear from subject matter experts about best practices related to behavioral health programs and to learn how other states are supporting behavioral health and crisis response.
