The main goals of the Portland Police Bureau (PPB) for the duration of the Community Trust Initiative (CTI) have largely focused on:
1. Enhancing PPB’s Community Engagement class in their Advanced Academy; and
2. Increasing efficiency, useability, and officer interest in PPB’s community engagement app.
On day one of the CTI site visit, the CTI project team, partners at EDC, and PPB’s point of contact, Natasha Haunsperger, met with Christian Peterson and Cody Gabbard of PPB’s Strategic Services Division (SSD). SSD oversees the community engagement app, and they were able to provide information to the project team on the origin and creation of the app and gap in formal policies surrounding use of the app. The CTI project team will use this information to provide a list of recommendations to meet project goal #2.
Additionally on day one of the Portland site visit, the CTI team met with PPB’s Behavioral Health Unit on houselessness in Portland, PPB’s Policy Director on the intersection of DEI and community trust, PPB Advanced Academy recent recruits, and a leadership meeting with Chief Bob Day and Assistant Chief Chuck Lovell.
On day two of the site visit, the CTI project team attended and observed PPB’s Community Engagement class at their Advanced Academy. This class was taught by Ofc. Natasha Haunsperger and Sgt. Leo Harris, both of whom have been heavily involved with CTI. Attending the class in an observational capacity directly correlates to goal #1, as it has given the CTI team context and information that otherwise would not have been obtained on class formatting, structure, information delivery methods, and class flow. Immediately following the class, the team, Ofc. Haunsperger, and Sgt. Harris engaged in a two-hour debrief to discuss initial thoughts and reactions to the training, opportunities for improvement, and immediate action items.
